The PACT Act was passed by the House but was blocked by Senate Republicans in a 55 to 42 vote (the bill needed 60 votes to pass). The bill was supposed to expand health care and benefits for veterans. John Stewart gave a powerful speech condemning Republicans, explicitly aiming at PA Senator Toomey, who called the bill a "budgetary gimmick." Stewart said that Toomey "isn't going to hear that because he won't sit down with this man because he's a f**king coward."
