A 100-thousand-dollar reward is being offered to help find the person who left a noose at the site of the Obama Presidential Center on Chicago's South Side. The Lakeside Alliance said construction at the Jackson Park site was suspended yesterday after the noose was discovered. The group reported the incident to the police, who are investigating.
